ICBC Seeks a Fuller Embrace of the Fifth Plenary Session of 17th CPC Central Committee
 

October 19, AM – ICBC held an enlarged meeting of the Party Committee to uphold the central premises of the Fifth Plenary Session of the 17th CPC Central Committee. The meeting went on to reveal ICBC's consistent reform to adapt to new conditions, address new issues, and to generally bring forward the re-orientation of business and implementation of better system in ICBC.

At the enlarged meeting, ICBC Party Secretary and Chairman Jiang Jianqing reiterated the central premises of the Fifth Plenary Session of the 17th CPC Central Committee. He pointed out that the "12th Five-Year Plan" for China's Economic and Social Development presented at the Fifth Plenary Session was basically in accordance with the principles of Scientific Outlook on Development to accelerate the transformation of the economic development pattern. The program drew up the plan for the transformation and will cause significant impact to China in the next five year or even longer. Chairman Jiang Jianqing urged all branches to spend time and effort to understand the central premises, reach a consensus on the viewpoints of the central government on the current global and Chinese conditions, on present and near future fundamental policies of the central government. Plans should be drawn up to define theme for the foreseeable future in line with the actual progress of ICBC, adapt to the changes, look for opportunities, be prepared, work hard on the current jobs. All staff should contribute to the sustainable and healthy development of ICBC while striving to offer good financial services for the stable and rapid progress of economy.

ICBC has witnessed dramatic changes over the past few years, said Jiang Jianqing. This is indeed a result of reform pushed by the Party Central Committee and State Council Leaders, the benefit brought by the reform. Each step of reform added up to big progress in some functional areas of business, or even the whole spectrum. Based on central government's analysis in the conditions of China and worldwide, all branches should bestow sufficient attention on the impact to ICBC progress amid the current economic and financial landscape, and address the issues with the spirit of reform and innovation. 

I. Oversee a transformation by reform. The key and focus of "12th Five-Year Plan" is to accelerate the transformation of development pattern where financial development pattern is an important element. Furthermore, changes in financial development pattern play a significant role in the transformation of economic development pattern. In view of this, all branches should see from a high strategic viewpoint the importance and impendency of accelerating the transformation in the foreseeable future, and focus in making adjustments on the business, service areas and . The aim is to achieve considerable result by following the basic approach of "Move forward by making changes, make change while moving forward". At the same time, all ICBC branches, in China and overseas, should work together towards the goal of turning ICBC into an international bank serving all the customers well across the world. 

II. Step up the reform to further improve system/mechanism. Current reforms in ICBC are only attempts in some areas. Therefore, reform must go further in order to improve the systems and mechanisms, starting from making changes on the management system, back-office operation system, business processes, improvement in customer services and protection of consumer rights. New ways, new options should be explored to overcome the hurdles to set up new systems, new mechanisms with comparative advantages. The reform should be a continual activity and a source to drive the progress of ICBC.  

III. Step up the reform to cultivate own staff and resources. ICBC is taking all necessary steps to build the ICBC team comprising quality staff of all ages assigned to work at appropriate professional areas and locations for the future development. More efforts will be spent to draw up a raft of measures on the reform in cadres system and team-building in order to manage all the staff within the ICBC group, recruit the right staff with diversified background, and shape the team into an important force to drive the reform, innovation and transformation in ICBC.
